Bob Keefer has been practicing law in Virginia since graduating from William and Mary Law School in 1983.  Over the last 29 years he has routinely appeared in Harrisonburg, Staunton, Woodstock, Luray and Waynesboro to represent clients.  In that time Bob has handled hundreds of traffic cases, both reckless driving and driving under the influence.

Bob has completed the National Highway Traffic Safety Administration (NHTSA) approved student course in the administration of the standardized field sobriety tests – the same class the police officer had to pass to become an officer in Virginia.

Bob is one of the few NHTSA Certified Field Sobriety Test Instructors in Virginia.  This is the same certification that the person who taught your police officer should have had.

In order to properly represent a DUI/DWI client, the lawyer needs to understand the evidentiary breath test machine.  Bob has also completed the DOT Certified Breath Technician course in the EC/IR II, Virginia’s evidentiary breath tester since 2008.  Bob has written articles published on the Internet about the problems with the EC/IR II. 

Before getting the EC/IR II, the cheapest machine available, Virginia used the Intoxilyzer 5000.  Bob discovered through FOIA requests that in 2005 Virginia law enforcement agencies were labeling the Intoxilyzer 5000 “dated, unstable and unreliable”.

Bob is a member of the National College for DUI Defense.

Bob attends at least two seminars per year to learn about the science relevant to DUI/DWI.  In 2011 Bob attended a week long course on Gas Chromatograpy in Chicago, the NCDD Summer Session at Harvard, his third NHTSA Student Field Sobriety Testing Course in San Antonio, Texas and the Mastering Scientific Evidence seminar in Louisiana. 

Bob takes cases in Harrisonburg, Rockingham County, Staunton, Waynesboro, Augusta County, Luray, Page County, Woodstock and Shenandoah County.  Bob is also willing to discuss taking cases in other parts of the Shenandoah Valley and throughout Virginia.
